<p>President <a href="https://www.cnbc.com/donald-trump/">Donald Trump</a> said his administration is going to audit the U.S. gold reserves kept at Fort Knox in Kentucky.</p>
<p>&#8220;We&#8217;re going to go to Fort Knox, the fabled Fort Knox, to make sure the gold is there,&#8221; Trump said Wednesday on Air Force One.</p>

<p>A drive to audit Fort Knox has gained steam from comments by <a href="https://www.cnbc.com/elon-musk/">Elon Musk</a> on X recently. Over the past few decades, conspiracy theories have emerged from time to time about whether the government is being truthful about the amount of gold stored there because of the fort&#8217;s high security.</p>
<p>The Treasury Department gives the exact amounts of the U.S. gold reserves on its website and says there are 147,341,858.382 troy ounces in Fort Knox.</p>
<p>&#8220;I think if this administration presses for an audit, that&#8217;ll be a good thing for everybody,&#8221; said <a id="107388536" href="https://www.cnbc.com/quotes/" type="security" brand="cnbc" section="[object Object]" contentclassification="">Alamos Gold</a> CEO John McCluskey on <a href="https://www.cnbc.com/squawk-box-us/">CNBC&#8217;s &#8220;Squawk Box&#8221;</a> on Thursday.</p>

<p>Treasury officials have confirmed that the gold is there at Fort Knox. Treasury Secretary Scott Bessent on Wednesday <a href="https://x.com/DanODonnellShow/status/1892323088924082232" target="_blank">told a Wisconsin broadcaster</a> that the Treasury does an audit every year.</p>
<p>&#8220;All the gold is present and accounted for,&#8221; Bessent said</p>

<p>In response to a question from CNBC&#8217;s David Faber on &#8220;<a href="https://www.cnbc.com/squawk-on-the-street/">Squawk on the Street</a>&#8221; on whether there is gold at Fort Knox, former Treasury Secretary Steven Mnuchin said: &#8220;The gold was there when I visited it. I hope nobody&#8217;s moved it. I&#8217;m sure they haven&#8217;t.&#8221;</p>

<p>Bessent&#8217;s comments from earlier this month, to &#8220;monetize the asset side of the U.S. balance sheet for the American people&#8221; also added to recent investor speculation that the U.S. government should audit its gold reserves and perhaps revalue them. The Treasury Department&#8217;s current gold holdings are priced at <a href="https://www.federalreserve.gov/faqs/does-the-federal-reserve-own-or-hold-gold.htm" target="_blank">$42 per ounce,</a> a level that is set by law and hasn&#8217;t changed since 1973.</p>
<p>Spot gold on Thursday rose, hitting another record high of $2,954.69 an ounce earlier in the session. That&#8217;s bullion&#8217;s tenth record high of the year.</p>

<p>President <a href="https://www.cnbc.com/donald-trump/">Donald Trump</a> ordered a halt to the production of new pennies, which he said will help reduce &#8220;wasteful&#8221; government spending.</p>
<p>&#8220;For far too long the United States has minted pennies which literally cost us more than 2 cents,&#8221; Trump said in a Truth Social post. &#8220;This is so wasteful! I have instructed my Secretary of the US Treasury to stop producing new pennies. Let&#8217;s rip the waste out of our great nations budget, even if it&#8217;s a penny at a time,&#8221; Trump wrote.</p>

<p>It&#8217;s not clear whether the president has the authority to stop the manufacture of the 1-cent coin. According to the <a href="https://constitution.congress.gov/browse/essay/artI-S8-C5-1/ALDE_00001066/" target="_blank">U.S. Constitution</a>, coinage power, as recognized by the Supreme Court, is &#8220;exclusive&#8221; to Congress. Federal law says the Treasury secretary can mint and issue coins as necessary for the needs of the United States.</p>
<p>But at least one analyst on Wall Street expects that the penny&#8217;s days are numbered. TD Cowen&#8217;s Jaret Seiberg said the halt will likely pass judicial review, leading to a shortage of the coin.</p>
<p>&#8220;We believe this order would survive judicial review, which is why this is likely to occur,&#8221; Seiberg wrote Monday. &#8220;We worry about this leading to a shortage of pennies, which could force merchants to pay banks more for coins. It also adds legal risk for merchants and banks. That could create the crisis needed to force Congress to act.&#8221;</p>
<p>Seiberg said he expects this could support the move toward electronic payments, bolstering companies such as <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-3"><a href="https://www.cnbc.com/quotes/V/">Visa</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"></span></button></span></span></span>, <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-4"><a href="https://www.cnbc.com/quotes/MA/">Mastercard</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"></span></button></span></span></span> and other real-time payment networks.</p>
<p>What is clear is that pennies cost more to make than they are worth. In 2024, the U.S. Mint spent 3.69 cents to manufacture each penny, according to an <a href="https://www.usmint.gov/content/dam/usmint/reports/2024-annual-report.pdf" target="_blank">annual report</a>. That meant the cost of each penny has run above its face value for a 19th straight fiscal year.</p>
<p>The latest U.S. Mint report suggests the nickel better watch its back, too. Each 5-cent piece costs the Mint 13.78 cents to make.</p>

<p>Wall Street&#8217;s fear gauge &#x2014; the VIX &#x2014; spiked by the second biggest percentage in its history on Wednesday, after the Federal Reserve jolted the stock market by saying it would dial back its rate-cutting campaign.</p>
<p>The <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-1"><a href="https://www.cnbc.com/quotes/.VIX/">CBOE Volatility Index</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"></span></button></span></span></span> surged 74% to close at 27.62, up from around 15 earlier in the day. That surge is the second-greatest in history, behind a 115% leap to above the 37 handle back in February 2018 when there was a blow-up in funds tracking the volatility index.</p>

<p>Wednesday&#8217;s move comes after the central bank said it will likely lower interest rates just twice next year, down from the four cuts it projected back in September, alarming investors who wanted low rates to keep fueling the bull market. The Dow Jones Industrial Average <a href="https://www.cnbc.com/2024/12/18/stock-market-today-live-updates.html">tumbled by 1,100 points</a> to its 10th straight loss.</p>
<p>Typically, a value greater than 20 in the VIX indicates a higher level of fear in the market. However, for most of this year, the VIX had been suppressed below that level, worrying investors who believed the market had gotten overly complacent.</p>
<p>The VIX is calculated based on the prices of put and call options on the S&amp;P 500. A spike could indicate a rush by investors to purchase put options for protection in a decline.</p>

The third-biggest surge in the VIX in history occurred in <a href="https://www.cnbc.com/2024/08/04/stock-market-today-live-updates.html">Aug. 5, 2024</a>, when fears of a U.S. recession, and a major unwind in the yen carry trade, spurred a roughly 65% increase in the VIX to close above 38. On an intraday basis, the VIX briefly topped 65 that day.</p>
<p>On Thursday, the VIX was last floating just above the 20 handle, down more than 25% from the prior day.</p>

<p>The U.S. listed shares of <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-11"><a href="https://www.cnbc.com/quotes/BABA/">Alibaba</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"></span></button></span></span></span> had gained more than 4%, while <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-12"><a href="https://www.cnbc.com/quotes/JD/">JD.com</a><span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"></span></button></span></span></span> was up by 5.4%.</p>

<p>Chinese stocks have been on a tear after Beijing last week unveiled a slew of <a href="https://www.cnbc.com/2024/09/24/chinas-central-bank-chief-set-to-hold-press-conference-days-after-fed-rate-cut.html">economic stimulus measures</a> including interest rate cuts to support the weak property market. On Thursday, state media said Chinese President Xi Jinping and other top leaders affirmed the measures.</p>
<p>&#8220;While we don&#8217;t know for sure if there&#8217;s going to be enough to really kick the economy back into gear, it&#8217;s certainly the right first step,&#8221; said Art Hogan, chief market strategist at B. Riley Securities. &#8220;I think the impact of a strengthening China can&#8217;t be underestimated.&#8221;</p>
<p>&#8220;On balance, this is going to be an ambiguous positive for markets going forward,&#8221; he added. &#8220;And I think that there&#8217;s a lot of investors are going to have to quickly recalibrate their expectations.&#8221;</p>
<p>More U.S. investors are bullish on the market following the move. Last week, billionaire hedge fund founder David Tepper said he is overwhelmingly bullish on Chinese equities, having <a href="https://www.cnbc.com/2024/09/26/david-teppers-big-bet-after-the-fed-rate-cut-was-to-buy-everything-related-to-china.html">bought &#8220;everything&#8221; related to China</a> following the Federal Reserve&#8217;s recent rate cut.</p>

However, shares rose on better-than-expected margins and its third-quarter forecast of between $370 million and $410 million in revenue, which was above the $404 million analyst estimate.</p>
